Cannot add Power BI PRO (while having Visual Studio Enterprise)

Question

Hi, I have a Visual Studio Enterprise licence. I tried activating the PowerBI Pro (which is part of my licence) and I get below error. I googled but no clear response or root cause of this.
Repro steps

1. in my VS : https://my.visualstudio.com/Benefits select "Activate" under the PowerBI Pro tile
2. Rerouted to https://portal.microsoftonline.com/signup/info and the following error shows up
   " Sorry The service you’re subscribing to isn’t available for one of the following reasons:
   It’s no longer offered by Microsoft.
   You’ve already tried this service.
   You can sign up for a trial only once.
   The beta or trial you’re requesting has expired.
   The promotion code has already been used.
   For more information, contact the Microsoft partner or Microsoft sales agent that gave you the link to this offer."
