No, it wouldn't be, because its a remote image thats used just for temporary integrity check on a file.
Its the same on mine since:

I thought windows sandbox was supposed to gives us a sandboxed version of the windows version we were running, but windows sandbox not only shows Windows 10 as being Enterprise, but it is unactivated. this is not so much a problem, except A. I don't have a license for Win10 Enterprise, and B. the software I want to run in a sandbox needs an activated copy of windows in order too run. And lastly, C. there is no network connection between the sandbox and my system/the internet.
Is this supposed to be how windows sandbox works? or did something go FUBAR with my upgrade too 1903? I have tried unchecking windows sandbox letting windows uninstall the feature, reboot and the reinstalling the feature, but the situation does not seem to change

Thats not the right interpretation of its use. Here is how Microsoft describes it:
How many times have you downloaded an executable file, but were afraid to run it? Have you ever been in a situation which required a clean installation of Windows, but didn’t want to set up a virtual machine?
At Microsoft we regularly encounter these situations, so we developed Windows Sandbox: an isolated, temporary, desktop environment where you can run untrusted software without the fear of lasting impact to your PC. Any software installed in Windows Sandbox stays only in the sandbox and cannot affect your host. Once Windows Sandbox is closed, all the software with all its files and state are permanently deleted.

So, there is no option for long term use of an application in the Sandbox.
I thought the use for sandbox was for when you needed to use a piece of software once, and you did not want the software cluttering up your system, or if you had a piece of software you wanted to try out, but it had suspect origins and so on. Or for super secure web browsing.
Won't the fact that the sandboxed copy is not activated cause the sandbox OS to restart every two hours (or what ever the time limit is/was for non-activated windows)

It turns out this is by design since its remote host that is only to be used to test the integrity of application executable. Its not really intended for day to day use.
Here is a previous discussion about it.
also just noticed the weird installed on date on the sandbox copy, how could it be installed BEFORE I installed 1903 (9/14/19)?
