External Harddisk Device was not migrated due to partial or ambiguous match.

I'm running Windows 10 Pro 32 bit Winversion 1909 and have a Western Digital My Book  Essential external harddisk connected via USB. Windows explorer cannot detect it but its detected in device manager, disk management, diskpart and taskbar safely remove device.

In diskpart, its shown as status online,  size 0 B, free 0 B.

In disk management  its shown as disk 2, unknown, not initialized. Right clicking it "initialize" is greyed out and under properties general settings shows "This device is working properly". Under "Volumes"  it shows type unknown, status not initialized, partition style not applicable, capacity 0 mb, unallocated space 0 mb, reserved space 0 mb and events shows.

    Go into Device Manager to look for the drive under Disk Drives. It may be listed by it's model or Serial which you can google to determine which is it. Click on the Device, then Driver tab, choose Roll Back if available. If not then choose Uninstall, restart PC to reinstall driver. If that fails choose Update Driver, first Automatically, then if that fails choose Browse > Let Me Pick to try all previous drivers.

    If no newer or this doesn't help, then go to the USB category in Device Manager, open each Enhanced, Hub and Host controller, from Driver tab select Roll back if available, or if not choose Uninstall.

    If your keyboard and mouse are USB, first program the power button to effect the needed restart after Rolling back or uninstalling the driver. Go to Settings > System > Power & Sleep > Additional Power Settings > Choose what Power buttons do to choose Shutdown.

    You can check which Updates were installed just before this happened, then uninstall them at Settings > Update & Security > Windows Update > Installed Update History - look first for installed drivers.     You can also try to System Restore to a point before this happened, then check for Updates using the Hide Updates Tool to block the Updates offered: http://home.bt.com/tech-gadgets/computing/how-t...

    Check if the drive is detected in another PC. If so back up the data to it's desktop.

    Then plug it back into the PC which cannot detect it, reformat in Disk Management:

    I have tried updating, uninstalling all the USB categories and subsequently rebooting pc to reinstall the drivers, running sfc /scanow , DISM, chkdsk /f /r, updating all drivers using driverbooster, running tweaking.com's windows repair to no avail. I don't have any system restore setup and  don't know this problem started after which windows update. Short of resetting this pc, I have run out of ideas how to solve this problem.

    Its a Westetn Digital My Book Essential 640GB.Ran its Data Lifeguard Diagnostics quick test result ok, extended test fail,unable to repair bad sectors.How to retrieve data before reformatting it?

    Upon entering "Pushd %programdata%\Microsoft\Windows\DeviceMetadataCache\dmrccache\en-USRd f4e323bf-0f31-42b6-9ad6-5d5382d3fa83 /s /q" (without the quotes)

    Message displays "the syntax of the command is incorrect"
