SSDT 15.8 Failed to acquire payload - error 0x80070002

Question

Hi, I am trying to install SSDT 15.8 on window 2019 server. I need SSIS feature only. I am getting error with URL. Its failing to download exe. When I checked same URL on other machine which local, I am getting 404 file not found message. I checked IE settings, enabled file download. I checked other URLs and able to download file. Also check enhanced security and disabled it. But still same issue. Few weeks back I able to install same version in another server. I used /layout and /repair options but it worked. I tried same here but I am not able to moved ahead. I was able to install other 2 features but not required SSIS one. There is no direct internet connection to server but we have proxy enabled and we able to install 2 features with this setup.
