Windows 2019 server - Issues about spr32x60.ocx registry

Hi,
When I have run the command "c:\windows\syswow64\regsvr32 spr32x60.ocx" in prompt as admin I have got the registry "with sucess", but when the Web application based on APS Classic invoke the OCX its got the following error message: "one of its dependencies not correctly registered".
I have tried to registry it in many ways, by coping the ocx/oca files to different paths, run setup of this VB6 component as well, but neither of them I have got success.
It looks like something works different in Windows 2019 server because in older Windows versions like 2016,2012,2008 I do not have issues.
I really appreciate some help with it.
