Installing KB4517389 causes critical error when accessing the Start Menu

Installed KB4517389 and I get a Critical Error message every time I try to access the Start Menu. (see below)

Operating System: Win10 Home, version 1903, installed 6/4/19.

  1. If I uninstall this update, the problem goes away.
  2. I tried reinstalling this update, but the same problem occurs.
  3. Even in Safe Mode with this update installed, the Start Menu won't work.
  4. I've even tried temporarily disabling my antivirus to see if there was some sort of incompatibility. It makes no difference.

For the moment, I have uninstalled KB4517389, but this is not a good thing to do.

    Hi O,

    Once you have installed the update, Hit Ctrl+Alt+Del, click Task Manager then More details click File and Run New Task. Type Msconfig go to boot tab then select Safe boot and proceed to restart. Once on safe mode, start menu should work then click start then Run type msconfig and reboot in Normal Mode.

    On normal mode go back to msconfig and uncheck safe boot.

    Thank you for your reply, but perhaps I didn't make myself clear. I had no problem whatsoever going into Safe Mode. However, once in Safe Mode my Start Menu still didn't work and rebooting back to normal mode solved absolutely nothing. I continue to receive the Critical Error message.

    I  have uninstalled KB4517389 and everything functions normally. I can only hope that the next update solves this problem.

    This is a known issue - I've escalated it to MS engineers and it's confirmed. A fix is planned for end of October 2019.

    How were you able to uninstall the update? It won't even show up for me to remove it.

    Just curious, but for those of you experiencing this problem, is your computer attached to a Domain Controller, and if so, is it a true Windows domain or SAMBA? Also, is your user account locked down IE: Non-Administrator?

    Those two things are common to all the computers I've experienced this issue on.
