cumulative update KB4532693 was reported to be removed, however it's still pending download

I have heard that the cumulative updates KB4524244 and KB432693 were causing big errors, so they were removed. However KB432693 is still pending download on my device (in picture below). I paused updates so it wouldn't download, but it's still there waiting. How do I remove it? I know how to uninstall it from the uninstall updates menu but I don't want to risk that because I've heard that isn't fixing the update issues, and I don't want to go into the system files either. (https://techdator.net/windows-10-update-microsoft-removed-the-kb4532693-update-after-several-complaints/ this is where I heard it was removed)

Exactly the same problem of this update getting automatically reinstalled in spite of updates paused... I actually managed to uninstall it once but it came back the next day and since then, the uninstallation is apparently impossible as it starts normally but then crashes. No problem with files disappearing, but in my case, it seems that the update creates some "small lags" (I don't know how to call that, the computer seems to have "hick ups" in spite of all the parameters being normal). It affects everything from the mouse jumping a bit every 3-4 seconds to videos having some mini-stops at the same frequency. It was resolved when I managed to remove that update but came back with it and it appears impossible to remove now.

If somebody has a recipe to remove an update when the "unistall option" crashes, I would be so grateful!!

I've been trying to roll back several updates as my VPN connection to the office no longer maintains a connection.  Thus far rolled back 6 updates and am now unable to remove KB4532693.  Its reporting component not found.  I'm dead in the water as with mandatory WFH, I cannot connect to the office as of this week.
