Migrating AzureDevOps Express (on prem) to AzureDevOps

So we have an on premises instance of Team Foundation Server Services that over the years has been upgraded to Azure DevOps Express. We have two repositories with several projects and we've really only used TFS/ADO for Source Control. We're moving most of our on premises infrastructure to Azure and we'd like to migrate our express installation to the "true" Azure DevOps. Is there a way to migrate that, or just the repositories?
