Storage optimization requires administrative privileges

i have recently been getting a strange message from windows defrag when ever i log into windows. the message reads "Storage optimization requires administrative privileges. To Perform this task, you must log on using an administrator account" I am the only user of this machine. And the account i am using is an administrator account. Unless this message is referring to the normally disabled default administrator account, I am at a loss. I am assuming that since this message is showing, the normal boot optimization and defragging tasks aren't working, but i'm not sure. I apologize if i have posted this to the wrong forum, but the settings forum seemed to be closest to the issue i am having.

    It's possible the .wim was corrupted so DISM couldn't tell.

    Good to know that about ESET playing well with MBAM.

    Make sure System Restore is enabled so if the Update corrupts the file you can roll back and block it as shown here:

    1. Do you have any 3rd party defrag or optimization suites that you installed or have run on the drive that might have altered permissions? Are there any other performance issues?

    Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account to see if the same thing happens - as it's very typical of a corrupted account. Then continue with the other steps to go over your install most thoroughly.

    1. If nothing else works then do a Repair Install, by installing Media Creation Tool, open tool and choose to Upgrade Now. This reinstalls Windows while keeping files, programs and most settings in place, and is also the most stable method to advance to the latest version. http://windows.microsoft.com/en-us/windows-10/m...

    It is definitely the defrag scheduler that is not working. the schedule for windows defrag seems to be stuck on 'off'. If I try and set it up using defrag, I get a 'Access Denied' message when I hit the OK button. the message reads "Windows can't optimize the drive because you're not signed in as an administrator. Sign in as an Administrator and try again." If i try and defrag the drive manually, the there is no issue. additionally the  'Run as Admin' feature seems to work everywhere else in windows. I am not sure what the issue is.

    Have you started on the steps I gave you yet? These should find and fixt he problem whether it's a System corruptionor Account corruption issue .

    I did go over the list, and checked what was neccessary. but it seems to all have been for naught. Windows needed to be cold booted. I keep forgetting that in windows 10, telling windows to restart is not the same as restarting windows in past versions. I ended up having to drop to the CMD line and running the command "Shutdown /r /t 0" in order to fully shutdown and restart my system. it looks like the uninstall of O&O defrag i was trying out, needed a full shutdown in order to finish uninstalling.
