AD replication error

Question

When I run replication command between two DCs, for any partition, for example as below, it gives error

repadmin /replicate Server1 Server2 DC=DomainDnsZones,DC=autoexprdev,DC=com
repadmin /replicate Server1 Server2 DC=ForestDnsZones,DC=autoexprdev,DC=com
repadmin /replicate Server1 Server2 CN=Schema,CN=Configuration,DC=autoexprdev,DC=com
Error

• DsReplicaSync() failed with status 8452 (0x2104):
• The naming context is in the process of being removed or is not replicated from the specified server.

But if I do run repadmin /showrepl OR repadmin /queue OR repadmin /replsummary, it does not give any error. Also, If I do replication from AD sites and services, it is successful.

I am not sure why do I get error when I run repadmin /replicate command. I have run dcdiag /fix but no luck.

I was migrating Windows Server 2012 R2 (DC1, DC2) to Windows Server 2019 (DC3, DC4). This problem is coming between DC1-->DC2, DC1-->DC3 But new OS 2019 DC3-->DC4 is ok. So anyway we are going to demote Windows Server 2012 (DC1, DC2) so it's not good wasting time to fix it.

just FYI- If I run repadmin /showrepl, I do not see any problem. Also, DNS replication is healthy, I create DNS record and it gets replicated aross the ADs. but If I run "repadmin /replicate DC1 DC2 DC=ForestDnsZones,DC=ABC,DC=com" then only this problem comes . I had read that MS article not helpful for my case. But, I am selecting as answer to that.
