Root Hints server not working on Server 2016

I have 4 virtual machines all on the same private network. 2 of them are Windows Server 2016, 1 is Windows Server 2019 and the last one is a Windows 10 client. I'm trying to set up a "fake" root hints server on a 2016 server for educational purposes, and I cannot swap out any of the versions for something else

My servers are:

  • W2019 Blacktone/com: 10.1.1.1/24 (domain that I need root hints on; set up as a DNS server)
  • W2016-1 Whitetone/com: 10.1.1.2/24 (separate domain in a different forest)
  • W2016-2 Root.Hints: 10.1.1.5/24 (primary forward lookup zone, not part of Blacktone or Whitetone)
  • W10: 10.1.1.10/24 (client in the Blacktone domain)

The problem is that when I add Root.Hints in the Root Hints property tab on Blacktone, it's unable to verify the name and IP address. The following error message occurs: "The server with this IP address is not authoritative for the required zone"

  • All of the machines can ping each other
  • The FQDN for Root.Hints is being entered correctly into Blacktone (the name can be resolved)
  • NetBIOS over TCP/IP has been disabled on all machines
  • A delegation for Whitetone was created on Root.Hints
  • "Use root hints if no forwarders are available" has been turned on for Blacktone
  • There are no forwarders on Blacktone
