Exchange 2016 stuck in maintenance mode CU20

After installing CU20, which completed successfully and restarting I can't get Exchange out of maintenance mode.
I tried these commands running PS as administrator, which all completed successfully, and restarted.

Set-ServerComponentState SERVERNAME –Component ServerWideOffline –State Active –Requester Maintenance

Set-ServerComponentState SERVERNAME –Component HubTransport –State Active –Requester Maintenance

Set-ServerComponentState SERVERNAME -Component Monitoring -Requester Functional -State Active

Set-ServerComponentState SERVERNAME -Component RecoveryActionsEnabled -Requester Functional -State Active

Set-ServerComponentState SERVERNAME -Component ServerWideOffline -Requester Functional -State Active

When these commands did not work, I ran CU20 again, which completed successfully again, and restarted.

    Google dpaulson45 healthchecker.ps1 and run it. Make sure all is healthy
