Critical Situation in Prod, please help. We need to copy one CSV file to another

Hi @Nasreen Akter @MartinJaffer-MSFT @Nandan Hegde

We have a one line CSV File (Please see attached); That must be placed as the 1st Row in another CSV file (See below - the data is fake data). These CSVs are in a Blob Container. Please see below for our final desired goal; I would rather do this in ADF since I am familiar with it and these blobs come our of an ADF Copy Activity. Please help...I'm getting desperate :-) I have worked on this for 2 days....
