Unable to find 'System' in Administrative Tempalte in GPO

Hi Team,

I have a Windows 2019 server and i need to configure the following setting in GPO:

Computer Configuration\Administrative Templates\System\Logon\Wait for Network at Computer startup and logon

However, i don't find the 'System' Folder in Administrative Templates. I have downloaded the related ADMX files but 'System' still does not show up in Administrative Templates. Any immediate help will be appreciate. Please see the attached Pic of the current GPO options available.

Looking forward to a quick response that will help in the resolution of this issue.
