How long it has been in this condition?
Check Windows Update and see if there is any pending updates?
Check the task manager and see status of the CPU, GPU and RAM and see if there are any processes where consume a lot of resources?

After upgrade to a new Windows version, what we do firstly is updating drivers.
Make sure your system is up to date, the latest build is 19042.906, check for updates in Settings .
Next, when cooling system working hard, open task manager to see which process cost lots of resources.

Open your advanced power plan settings.

Expand open Processor power management and System cooling policy, select Active or Passive for what you want in the drop down, and click/tap on OK.

If the above setting doesn't help then:

You may need to clean the laptop fan because the fan and heat sink are dusty and its heat dissipation performance is reduced.
