Adobe not opening after Windows Updates

I'm currently running Windows 10 Version 1909. Each month after Windows Updates, most of my computers have an issue where Adobe DC Reader will not open until the PC is rebooted second time. I've verified that Adobe is on the latest version. At first I thought this might be an issue with my anti-virus (FortiClient) so I uninstalled and reinstalled the program on all of my PC's. This seems to have fixed it on many of them except for a few. Is there something I need to look at as far as registry settings? Any ideas on what may be causing this?

I think it is not a Windows update issue, I also install Adobe DC Reader on my Windows 10 machines, different versions, including LTSC 2019, 1909 and 20H2, all oof them work fine.
In fact, you have found out the key point—antivirus. If you uninstall the antivirus or disable it, then update Windows 10, what happened, I believe the result will be good. I search in Adobe Support Community, some users meet with the same situation and solved problem by removing/configuring antivirus.
    Look at this case:
