Azure AD change membership type on security group

I have problems to change to change membership type from static do dynamic. The field is locked. I am admin in the organisation so I don't think permission is the problem. It was a long time ago I created a dynamic group. I have created two new groups in which i can't change membership type. I tried to delete them and created directly in AAD but it doesn't.

It looks like I can change type in a existing group but I don¨t wont to change because I want it that way. When I look in dynamic settings in the existing group I get below

Is it permission setting after all or where shall I start to look?

You need to have at least an Azure AD Premium P1 license to use this feature. Please confirm that you have this.

You also need to be a global administrator, user administrator, or groups administrator to change the type.
