Remote Access to Windows Error Reporting Crash Logs?

I'm a Windows developer, and I've published a popular Win32 application. I understand that Windows Error Reporting may give me the ability to download crash logs that are automatically sent to Microsoft.

However, after reading documentation on this, I can't figure out how to sign up for the correct support "program". The MSFT documentation refers to registering with the Windows Desktop Application Program, but I'm having a terrible time trying to navigate the MSFT Partner site to try to find any mention of this. Any help would be appreciated!

Up to 10 attachments (including images) can be used with a maximum of 3.0 MiB each and 30.0 MiB total.

I'm sorry I didn't find a Windows-API related solution, could you explain in detail what you want to do?

This in reference to these two documents:

https://docs.microsoft.com/en-us/windows/win32/wer/windows-error-reporting
https://docs.microsoft.com/en-us/windows/win32/appxpkg/windows-desktop-application-program

"Developers can register with Windows Desktop Application Program to get information about the problems customers are experiencing with their applications and help customers fix these problems."

"You can get detailed telemetry data and analytics reports that let you see how your Windows desktop applications are doing through the new Windows Desktop Application Program. There's no charge to access this data all you need to do is sign up and accept the Windows Desktop Application Program Agreement, then upload a signed file using the same certificate you used to sign your application executable files."
