As you mention,
But the sensitivity labels are not applying when creating a document or email
I assume you created a sensitivity label in M365 compliance center>Information Protection. It is set to Files& emails, and will auto-apply label for Indian PAN number like the screenshot below, correct?
And after you set up, nothing pops up when users creating documents and Emails containing a PAN number.

Have you already applied labels manually on these files? And does this issue occur on all the documents or part of them?
However, not all client apps support auto-labeling. This capability is supported by the Azure Information Protection unified labeling client, and some versions of Office.
****And, the auto labeling does not work :
- If the document has been previously manually labelled. This is true even if you try to reclassify the document that was previously automatically labeled.
- If the document classification was higher than the one that is to be recommended or updated.****
So please first try to create documents and Emails with client matching the requirements or in web, and test if all the files not having notification that label has been applied.
