A co-worker figured it out. In Regedit, find HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\NetworkList\DefaultMediaCost. Change the ownership to administrators and set administrators to full control. Then change the values for 3G and 4G from 2 to 1.
metered connection issue
We have a number of computers with LTE capabilities. When they were configured, we went to Settings|Network & Internet|Cellular|Advanced options and turned off the metered connection setting. However, some of them continue to be prompted with the warning when going into Outlook. No one reported this as it wasn't a big deal. Now that they have printers in their vehicles, the drivers won't load completely. The message in Devices and Printers is that it's because of the metered connection. I've confirmed the setting to be off. How can this be?

2021-01-20T20:48:16.523+00:00 Did you ever get an answer to this? I don't understand why someone thinks this is a hardware issue when this issue is related to Windows Settings. If you haven't already figured it out, you can use the workaround that everyone else uses and that's to change the registry keys. Just Google Metered Connection registry keys.
MS needs to come up with a GPO that disables metered connections entirely so this can be prevented.
