Removin all of the built-in apps to syspep/capture

I've been spending two days deleting apps from my VM. Finally, I mounted the install.wim in my ISO and deleted them there. However, when I tried to upgrade my 1703 to 20H2 (the new ISO), sysprep continues to crash due to this app, then this app, then that app. I have run every dism and PowerShell command on the internet, even ran the AppsCleaner from MS.

What am I missing? I tried to create a build LiteLouch and I put that in my WDS. That isn't allowed.
I have no idea how to remove these.
When I removed them from my ISO, I made sure that connection from this VM to the server was internal so no outside chance of getting the apps, but sure enough.
How do I get past this?

This problem may be due to the known issue which was fixed in Windows 10, version 1803:

The part you highlighted in yellow.....there's no way I could've removed apps from the wim because I CAN"T CREATE A WIM.
My whole issue is trying to capture w VM to make a wim. I didn't remove any apps from a wim I can't create yet.
I have found no working method to remove all the apps that sysprep breaks because of.
