I/O range out of bounds: this device cannot find enough free resources (error code 12)

We have two types of machines (old and new) very similar : same motherboard, same Windows 7 OS, same capacity, ... with a slight difference in the BIOS version.

The driver and the PCI device work well on the old machine.

For some reasons, the driver (or Bios, or OS) assigns a very wide I/O range on the new machine, and i see this notification on my devicemanager :

 This device cannot find enough free resources that it can use. (Code 12)  
 If you want to use this device, you will need to disable one of the other devices on this system.`

and when i boot in safe mode we can see this :

how can I solve this problem?

Remarque :
I already tried :
Enabling/disabling
OS reinstallation
Driver reinstallation
Disable 90% of other drivers (avoid conflicts)

Up to 10 attachments (including images) can be used with a maximum of 3.0 MiB each and 30.0 MiB total.

Three comments:

  1. Windows 7 is not a supported product (and hasn't been for over two years now).

  2. This has nothing to do with ConfigMgr and I have updated the tags accordingly.

  3. This is almost certainly a hardware or driver related issue that you should seek support from the hardware vendor on.

Hi,

Since the 2 motherboards are of the same model (only BIOS version differs), is there any chance for us to export the bios from the working one and then import to the problematic one?

To update/flash the bios, we have multiple choices:
(1) boot into dos mode and run the bios utility (downloaed from MB vendor's website)
(2) some bios include flash utility itself and it can read the file (.rom, .dat, etc) from usb drive (formatted as FAT32)
(3) some MB vendor provides GUI utility that can run in windows

We can choose any of the methods to flash bios to see if it helps. Here's one example for your reference.
