Unable to connect to the Xbox One dev mode with Xbox One Manager

Hello, I have a problem - unable to connect to Xbox console in dev mode with Xbox One Manager. It's able to add console via Browse Network Console, but doesn't connect.

I tried to use Xbox One Manager and Xbox Dev Mode Companion. The same result.
