    Interesting issue.

    1. Do you already have VS 2019 installed and are adding a new instance?
    2. Do you have an existing installation of VS 2017?
    3. Does this happen when you start the installer or after you select some workloads and the installer begins installation?

    My first thought is to ensure you have uninstalled anything previous from VS 2019. The second thought, if it fails after selecting workloads, is to start with a bare bones installation with no workloads. Once VS is installed then run the installer and add additional workloads until it fails. You can also take a look at the setup logs to see if it has any more information.

    In either case use the Report a Problem tool in the top right of the installer to send the information to MS so they can diagnose what is going on.
