Troubleshooting Device based Licensing

I have an Azure AD environment, I've deployed Microsoft 365 Apps for Enterprise ( Office 365) using intune to my test workstations.
I created a security group called MSOFFICE_ENABLED and populated it with my device names.
When I run office on the destination system(s) i get the message:
LICENSE REQUIRED Your admin needs to assign an Office license to this device so you can edit your files
Intune reports syncing both at the client and Azure level.
I have three machines in my test group - one VM and two physical - all doing same thing.

Any ideas?

    @Jon McWilliams Thanks for posting in our Q&A.

    For this issue, I have done some research. If we want to deploy Microsoft 365 Apps via intune, it is needed to use Microsoft 365 Apps licenses to activate Microsoft 365 Apps apps. We can read the following article as a reference:
    https://learn.microsoft.com/en-us/deployoffice/overview-licensing-activation-microsoft-365-apps#assign-and-manage-licenses

    So, could you please check if there is a subscription for Azure AD Premium P1 and above, or an edition of Office 365 Enterprise E3 or Office 365 A3 or Office 365 GCC G3 and above? We can check in Users > select the user > Licenses and select one to find more license in intune portal.

    When I go to endpoint manager though I don't see the licenses selection under Users

    @Jon McWilliams Maybe I couldn't explain clearly. The screen shot that you provided shows "Enabled Services" is 6. It means there are 6 licenses in Microsoft 365 Apps for enterprise. So could you please click on to check these specific licenses?
