Teredo State on Windows Essentials 2016 Domain

On a Windows Business Essentials Server, I see the default netsh interface teredo show state displays as
Type :client
Server Name :win10.ipv6.microsoft.com
<snip>
state :offline

Is offline state the same as teredo state disabled? There are no pre-Windows 10 machines on the domain nor are any expected to be there. In the later versions of Windows 10, teredo is disabled.

Based on the above, is it safe to disable teredo on the domain server?

CONTEXT:
I'm running pfSense and there is a discussion as to whether it is correct to enable or disable IPV6 on the WAN. At this point I am in agreement with those who say it is best disabled, but if I decide to play with it as a learning device, given what I have read, then teredo should be disabled if the IPv6 on the WAN is enabled.

Hi,

If the state displays Offline, it means Teredo interface is not active. The type shows client means a reachable domain controller will prevent Teredo from becoming active. If it set to enterpriseclient, Then Teredo will be active even when a domain controller is reachable. As picture below:
