In former version of Visual Studio a red line appeared when you are closed to the edge, maked that this was good distance from the edge. Also if you had label and textbox you saw a mouse stop when the label and textbox was even.
In Visual Studio 2019 I don't see this features, is it some configuration issue or just dissapeard?

In case of WPF, try “Show handles (F9)” from Design menu.
That dont work - that only shows the column and rows that have been marked.
