Server 2019 IIS - No prompt for credentials when using authentication

I have migrated a website from Server 2012 to Server 2019. I have a few folders on the website that need limited access. Previously basic authentication worked using local accounts on the server to grant access.
However the client's web browser does not prompt for access to these pages but just displays the Error 401 screen. This is the same on IE, Google Chrome and Edge.
I have tried Basic, Digest and Windows authentication and all have the same result.
