Migrating from Small business server to Server 2019 essentials as storage migration service not included

i want to migrate my sbs 2008 server to server 2019 essentials as thats the only option for us but find that for some reason the storage migrationservce is not on the essentials although web searches say that it woudl be in newer editions and i just bought it and that microsft post was 2019 and all updates run. if SMS is not available for 2019 essentials is there a work around for an already activated server.
Its possible this is so obvious that i have missed it in which cse sorry :) also no idea what the heck tags are lol
