I have the same issue as this on our 2012R2 server, some users connect to these machines as we use them as terminal servers and I can see that colour management is not an option as you connect with RDP, so dont really knwo how to solve this, maybe use another photo viewer then the windows default one.
Server 2012 R2 - windows photo viewer can't display this picture because there might not be enough memory (remote desktop)
For about a week or two, we're running into an issue where Windows Photo Viewer from Server 2012 R2 will give the error "windows photo viewer can't display this picture because there might not be enough memory" for several images.
I tried the steps mentioned under http://social.technet.microsoft.com/Forums/en/w7itproappcompat/thread/7b6ae08b-4b5c-443b-9d43-e87ca5e7aeb1 but I can't do the first part since we're using remote desktop, hence no display adapter setting available.
I also verified that we do have enough space available on the server disks and there is plenty of RAM available as well. All the latest updates were installed, but I'm wondering if there isn't one that could have caused the issue, since we encountered an issue with an update a few weeks ago that prevented us to print images.
It appears that the images might come from mobile devices (Android or Apple) and they open just fine in Paint or under Windows 10.
Is there a fix for this issue or shall we switch to another app to open and print images?
In the meantime, I instructed my colleagues to use Paint, but they don't really like that solution.

According to your description, please check if we have installed the latest security update.
The latest security update is released April 13, 2021—KB5001382 (Monthly Rollup).
After installing the March 9 security update, there were indeed some printing and photo viewing issues, so try installing the latest update firstly to check.
