When a new application is made available in the Teams admin center (Microsoft or Third Party) is it available for users to install immediately or is it blocked by default?

As I know, the custom app is allowed by default.

So, in short, there is no notification when a new app is made available and the end user can install them without an admin being notified?

Yes.
After you add the application in Teams admin center, go to Manage apps and check the status of this application. If it shows allowed, it means that the app is available for users in your organization.
