teams/"Reply to message in channel" fails with Unauthorized error for Application token

Hello, I am trying to reply to a message on a teams channel with the following API, using Application credentials (appid/secret). I do see "Teamwork.Migrate.All" permission on the jwt token but I still get unauthorized.

I have tried to

  1. reply to message
  2. send a new message
  3. import message

All of them have failed. According to the Microsoft documents, this is not a protected api (and I have protected api approval for this app to read the message)

    @Diana Wanjuhi were you able to find anything? Any help would be greatly appreciated. I tried to open a ticket with Azure team but they keep closing with no details.
