Submit Hardware is missing from partner center dashboard and cannot be added

Question

I logged into the partner center dashboard, and tried to add hardware program, downloaded the signablefile bin, signed it and uploaded, then it ended with "Sorry, something went wrong...." no detail as what is exact went wrong and how to make it right. Anyone could help here? Highly appreciated! Lixin
