    Hi hassanaljerf

I am Louie, a Microsoft Community member and a fellow Windows 10 user like you. I hope I can help you on your concern.

Could you please try turning off the User Account Control Settings it can be done in Control Panel or in Registry. and check if it will allow you to open Reputation-based Protection this time.

    In Control Panel:

    1. Type UAC in the search field on your taskbar.
    2. Click Change User Account Control settings in the search results.
    3. drag the slider down to Never notify and click OK.
    4. Reboot your computer for the change to take effect.

    In Regedit:

    1. Type REGEDIT in the search field on your taskbar.
    2. Click REGEDIT in the search results.
    3. Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies
    4. Select System.
    5. Find and doubleclick EnableLUA
    6. Change its Value data to 0
    7. click ok.
    8. Reboot your computer for the change to take effect.

    Sincerly

    Louie

I am sorry to hear about that. It seems that the issue is complex than what I expected.

It may be best if I release your question to other advisors so they can take a look at it and let them share some other ways that can fix the issue.

You take care and keep safe always.

    Sincerely,

    Louie

    Hello hassanaljerf ,

This issue is caused to many people who either have a third party antivirus installed or some activators which change registry and other entries to prevent themselves from being caught ..

You can enable Smart Screen by doing the following :

1.Type gpedit.msc in the run windows by using the windows key+r key combination.

    2.Now locate to Computer Configuration>Administrative Templates>Windows Components>File Explorer.

    1. Now click on File Explorer and and double click on the setting "Configure Windows Defender SmartScreen"
    2. Open it and a windows will appear and then from not configured , select Enabled and then click apply , and you're done !

And do let me know if it helped !
