I'm specifically looking for the open issues relating to this release 14.0.2027.2 https://support.microsoft.com/en-my/help/4505224/description-of-the-security-update-for-sql-server-2017-gdr-july-9-2019

The mentioned article only has only the known issues on the General availability release (October 2017) and does not include the changes introduced till July 9th.

Do you have any idea where I can find this documentation?

Unfortunately there are no official known issues links for these, otherwise they would be listed over here:
https://support.microsoft.com/en-us/help/20190709/security-update-deployment-information-july-9-2019

(Search for "SQL Server" and you will see the list of updates for it)
