how to activate windows hello for business in on-premise computer

hi.

I am trying to activate windows hello function, but I can't.

I already build a AD(domain controller) and ADFS server, and joined that domain using laptop for client.

But in client PC, Windows Hello function de-activated.

And I already tried that url "https://learn.microsoft.com/en-us/windows/security/identity-protection/hello-for-business/hello-deployment-guide".

And I success in actvating that function using Azur AD but that subscribe costs is much expensive to study MS solutions.

So, how can I activate that function using only on-premise??

please let me know all about that.

    Windows Hello for Business has three deployment models: Cloud, hybrid, and on-premises. Hybrid and on-premises deployment models have two trust models: Key trust and certificate trust.

    You can use Key Trust or Certificate Trust Deployment model for On-premises devices. Please let us know if you need any additional information.

    Why WHFB requieres Internet connection Azure if the Deploy is Key trust on Premise?
