    I run into the same issue and used the following method to fix it. Hope this helps.

    1. Open language setting from language bar. A window called "Microsoft Pinyin" pops out
    2. Go to "General"
    3. Scroll the mouse all the way to the end
    4. Toggle to "On" to "Use previous version of Microsoft Pinyin"

       

    Note: This might not be the way you want to fix the issue as it lost all new features from the updated version

    Hi,

    Thank you for writing to Microsoft Community Forums.

    I understand that you do not see Character listing for Microsoft Pinyin keyboard. I’ll certainly assist you with the issue.

    I would suggest you to try enabling Text Suggestions and see if that helps. To enable this feature, refer the steps mentioned below:

    1. Press Windows Logo key + I, to open Settings.
    2. Click on Devices, and click on Typing on the left pane.
    3. Now, under Typing toggle the switch to on for Show text suggestions as I type on the software keyboard.
    4. Under Hardware keyboard, toggle the switch to on for Show text suggestions as I type.
