Please see if changing the default OS language in the registry helps.
First, please backup the registry using AceLogix RegBak.

Create a System Restore Point.
Open Regedit.exe.
Change the "Default" value to 0409 in this key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\Language
(Note: 0409 is the Locale ID for English United States.)
Restart Windows.
