Dear JohnPhix
Thank you for posting in the Microsoft community.
Although your problem is very complicated, it should be related to the fact that your current network is unable to connect to the Microsoft server through encryption, so it is not recommended that you reinstall Windows, you can refer to the following network troubleshooting program to solve this problem step by step
Setting up the security protocol
- Click windows+R and type inetcpl.cpl to open the Internet options.
- Click Advanced and check “Use SSL 3.0”, “Use TLS 1.0”, “Use TLS 1.1”, “Use TLS 1.2 Use TLS 1.3”.
- Reboot the computer after application to see if the problem can be solved.
Changing DNS
- Click windows+R and type ncpa.cpl.
- Click the name of the network you are currently connected to, open the network status window, click Properties, and double click Internet Protocol version 4 (TCP/IPv4) in the network properties window.
- Manually set the DNS server to “4.2.2.1” and “4.2.2.2”, and restart the computer to see if the problem can be solved.
Reset the network
- Search for CMD, open it and find the command prompt (, run it in administrator) mode.
- In the command box that pops up, enter the following commands (enter the next one after each line has finished running)
ipconfig /release
ipconfig /renew
ipconfig /flushdns
ipconfig /registerdns
netsh int ip reset
netsh winsock reset
netsh winhttp reset proxy
- Restart the computer to see if the problem can be solved.
Reset Proxy Server Settings
- Click windows+R and type inetcpl.cpl
- Open the Internet option, click Connect, click LAN Settings.
- Check whether the Proxy Server column is checked, if so, uncheck it and click OK.
- Reboot your computer to see if the problem can be solved.
Open Network and Sharing Center:
Right-click the network icon on the taskbar and select “Open Network and Internet Settings”.
In the settings window, select “Network and Sharing Center”.
Change the adapter settings:
In the left menu, click “Change Adapter Settings”.
Select the network adapter:

Uncheck IPv6:
Disable the three-way firewall or VPN proxy program.
Press WIN+X to go to Device Manager>Network Adapters>Check to see if there is a virtual network card VPN program like Kaspersky VPN. Try right-clicking to uninstall them.Uninstall third-party antivirus software, such as AVAST, NORTON, Kaspersky, ESET.
Disclaimer: Follow these steps to temporarily turn off real-time Microsoft Defender antivirus protection in Windows Security. However, keep in mind that if you do so, your device may be vulnerable to threats. So please turn on it immediately once issue fixed.
