Exchange 2019 install failure

I am working on an exchange upgrade to continue to provide a hybrid migration with Office 365. We currently have Exchange 2013 and I want to move to 2019.

Yesterday I setup a new WIndows Server. I joined it to the domain and then started with exchange. My first step was to update EX2013 to the latest CU. After I did this I went back and installed EX2019 on this new Win2019 server.
I only did the management tools install. This morning I went back and added the mailbox role and it failed about 80% of the way through.

I have tried to uninstall several times.
I tried to change the registry key for HKLM\Microsoft\exchange\V15\MailboxRole and removing the uninstall.
I have tried to remove unattended.

I am pretty much stuck.
I can give more information from the logs if you need them.
