Why can't I download and install the newest KB5041585 update?

I can't properly download and install the newest KB5041585 update and it keeps showing me to retry.

    My patching is in QAS testing and there seems to be an issue KB5041585 for installing that I'm not seeing for other OS versions in August. Right now, I'm sitting about a 1/3 failure rate. I've been working with testers, and most are failing with the generic 0x80242008. Basic Windows update troubleshooting and OS repair options haven't had any success so far.
