I had a similar problem. On a brand new ( a few weeks old) win10Pro desktop machine with a 450GB SSD, 2x2TB HD's, and 16GB RAM.. so, space wasn't the problem.
My machine would download the 2004 file, try to install, get part way, and then re-download the file again. After doing this a few times, I stopped the process, ran the 3.48GB file as Administrator and everything updated and installed within a few minutes. Fasted update I've ever experienced. Once I use the Admin route. Had I not done so, it would have just kept downloading yet another copy of 2004, getting part way done and repeating...
Error Updating from Version 1903 to 2004
Hello, I have been having severe issues with updating my desktop PC from version 1903 to 2004. Every time that I've tried to force an update to a newer version I am getting an error saying that the May 2020 update is on its way but no action is needed.
I've looked into the programs I have on my computer and nothing was detected that may interfere with a window update. Keep in mind I'm still able to receive updates just not migrate to the newest version. I can't find any more answers on how to fix this and I'm completely out of options.
I've attached the error message as well for anyone to inspect. Am I just stuck on 1903 for the foreseeable future?

This indicates that there was a problem downloading and installing the selected update. Windows Update will try again later and there is nothing you need to do at this time.
The machine is an Dell XPS 7390 which appears on the list that Dell have tested for Windows 10 May 2020

- I have tried downloading the KB and installing but it said that it wasn't applicable http://www.catalog.update.microsoft.com/Search.aspx?q=KB4565503
- Tried installing using the Windows 10 Update Assistant and ISO media https://go.microsoft.com/fwlink/?LinkId=691209 "This PC can't be upgraded to Windows 10. Your PC settings aren't supported yet on this version of Windows 10. Microsoft is working to support your settings soon. No action is needed. Windows Update will offer this version of Windows 10 automatically when these settings are supported."
- Confirmed Core isolation disabled
- Tried disconnecting from the internet and upgrading

Supposedly the rollout has been delayed due to compatibility issues?
What is interesting I have another Dell XPS 7390 with the same settings and drivers and it upgraded without any problems.

2020-07-19T01:19:49.123+00:00 The downloading doesn't seem to be the major locus of the problem. I had downloaded the install file several times (at 3+GB a throw) before heading down the path of installing as administrator. At which point, the installation (of a previously downloaded file that had "failed") all took place within a few minutes and not a glitch since.

2020-07-19T13:52:35.447+00:00 I'd like to thank everyone again for all their input and help. I was able to successfully install the 2004 update the other night. The unfortunate news is that I didn't do anything different, obviously other than wait awhile. Using the Windows 10 update assistant seemed to work for me this time around, as long as you run it as administrator.
I should note, on the Windows Update settings, it still informed me my computer was not compatible for version 2004, but obviously the installer had no problems with finally upgrading me.
