Are you a pure cloud environment or an Exchange Hybrid environment?
Are all users who cannot view the "Free/busy" information of the mailbox in the cloud?
According to your description, only one resource mailbox has this problem, and none of the other resource mailboxes with the same settings.
After you assign the "editor" permission to another user, can all other users view the "free/busy" information?
After the resource mailbox is created, besides changing the default permission, have other settings been made?
So if you create a new resource mailbox again, will the problem still occur?
According to my test in lab environment, even if the permissions of calendar folders are the default "AvailabilityOnly", other users can still view the "free/busy" information of the resource mailbox. Please run the following command to check the permission of calendar in resource mailbox. Then please assign the "full access" of resource mailbox to another mailbox, then view the resource mailbox in outlook client. Right click the calendar and view the properties of calendar. If the default permissions are still correct, the display contains "Free/busy". Please try to change the permissions to "None" and then change back to the correct permissions again.
