As per this article,
Azure Public IPs are region specific and can't be moved from one region to another. So make sure that the Azure Public IP is in the Azure region from which you want to move.
Since, Azure Public IPs can't be moved between regions, you'll have to associate the new public IP to resources in the target region.

NOTE : Please note that VPN Gateways associated with Public IP Standard SKU addresses are not currently able to move between resource groups or subscriptions.
So, if you are moving the Public IP from one tenant to another and have changed the region of the source Public IP in the target tenant, the IP address will not be retained.
