Visual Studio site to download doesn't work

Which browser are you using? Please start it with add-ins temporarily disabled to see whether you can download VS.
You can also try to download visual studio from https://visualstudio.microsoft.com/downloads/ in Edge. If it doesn't work, join Visual Studio Dev Essentials with Microsoft account, click "Downloads" from menu and search the VS version you want.

I have no issues with the link. I just downloaded VS onto a new machine 2 days ago.
If you continue to have issues then it could be related to your machine's security policies but I wouldn't know why other than a Windows Server thing. You can also download the offline installer from another machine and then use that to install if you have INet issue on the machine in question.
