Windows 11 Update (KB5028185) Failed with Error 0x80070002

Dear microsoft community team, I've been tried to install update but it keeps failed with error code 0x80070002. I also tried to run sfc /scannow and it return a message like this:


For online repairs, details are included in the CBS log file located at 

windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline 

repairs, details are included in the log file provided by the /OFFLOGFILE flag.```

My current windows version is: 22H2 OS Build 22621.1555

    Please try the following methods below.

    If you have a third-party VPN or Antivirus installed, please try to temporarily uninstall it then check if the issue persists.

    **Run the Windows Update Troubleshooter

    **Make sure Windows Update and Background Intelligent Transfer services are available and running.

    Press Windows key+R to open Run then type: services.msc

    Press Enter to open Services app

    Double-click Background Intelligent Transfer Service.

    If the Startup status lists Stopped, click Start and then click OK. If the status is Running, right click then select Restart

    Double-click Windows Update.

    If the Startup status lists Stopped, click Start and then click OK. If the status is Running, right click then select Restart

    **Reset Windows Update Components

    If the issue still persists, please try performing an In-place Upgrade. It will definitely help in resolving update errors. Performing this can repair broken operating system files while your personal files, settings and installed applications will not be removed.

    **Few things to check on the PC

    Unplug all external peripherals except for the Mouse, Keyboard, and LAN cable before starting

    Disable or uninstall any 3rd party Anti-Virus program to prevent it from interfering with the upgrade

    I have came to the assumption that this update is broken 1928 installs just fine but the 1992 update has thrown numerous errors, even on an fresh installation. I have even tried to apply this update by extracting the msu file and using the DSM tool to apply the SSU and CCU .cab files with the DSM tool. I also have tried to clear the Microsoft Deployment directory.
