Xamarin - How to set the query parameter changesNotSentForReview in VS2019

So I did a minor change to my xamarin forms app and decided to upload it to Google Play using the Archive functionality in VS2019. Archiving works fine, however when I distribute it to produktion into Google Play, I get the error that I need to set the parameter changesNotSentForReview. How come this occurs and how do I fix it?

    This may be an issue with the Google Console. Please check the Planning for reviews and submitting updates part of the doc. We need to go to the 'Publishing overview' page and click 'Send for review' to submit your changes, when the app update was rejected

    App update rejection is not the only reason you may be under "Review" status. In my case I had document policy updates (under Google Play Console >> Publishing Overview) I had not summitted.
