I have performed more tests this morning and it appears the dictation is working again.
Issues with Windows Dictation but not Speech Recognition

EDIT: This has been fixed on the Microsoft end as of yesterday, 4/18/2023.
We're having issues with random users not being able to use Windows Dictation (Windows + H keyboard shortcut) - it doesn't report an error, it acts as though it is listening, but it does not translate speech to text.
Oddly enough, Speech Recognition (as well as all other apps) work fine with it. We can use the dictation within Office 365's web based apps, but not on Office 2019 desktop apps or other applications.
Any ideas? We've done all the driver stuff so DO NOT TELL ME TO REINSTALL THE DRIVERS. We have tried that for 4 different users and, of course, it never worked.
We have also tried some strange registry keys that don't seem to have done anything. The only thing we haven't done is reimage user computers as I suspect it's some sort of AppData problem, but I don't know where to find that specifically.

Hi,
I am having exactly the same problem. Cortana can gear me and reply to my spoken questions, but WindowsKey + H online voice recognition simply doesn't not work! I have tried it on three different PCs and have the same problem on them all. And yet less than a week ago it was working fine. As far as I know I have not changed anything on my PC. So why does voice dictation no longer work?
