Move scavenging from one DC to another

I have one DC/DNS with scavenging enabled. Since I am retiring this DC, I need to enable scavenging on another DC - how do I do this? My plan

So there will be a very short period of time that there will be 2 DCs having scavenging enabled, although it's not the best practice recommended by one of the MS blogs, but it should not pose any issue, should it?

Also, enabling scavenging on 2nd DC will not cause accidental deletion, will it? Trying to be cautions here.

In theory, there should be no problems with very short period of time.

Is there any document explains the procedure? Can you elaborate why it's not a problem? What happens when it's not "short period of time", how short is short enough?

There is no Microsoft official document talking about it. Based on our experience, there should be no problems with short period of time. If you want to get an exact answer. I would suggest you open a case with Microsoft where more in-depth investigation can be done so that you would get a more satisfying explanation to this question.
