Very slow performance - no programs running - System Interrupts using high CPU

I am running a Huawei Matebook X Pro, Windows 10.

The comptuer has started to run slow, for now apparent reason. It is particularly bad when Teams is running. I have disabled GPU in Teams. While nothing is running System Interrupts often uses 17% CPU.

It struggles a lot to run Teams at all. Teams has been reinstalled, and deletion of all caches advised elsewhere has been tried.

I have installed DPC Latency Checker which shows it's consistenly running at high latency, even with nothing running.

Dropbox, Onedrive etc are all closed. No programs running.

I have attempted to disable device drivers in Device Manager, nothing has any affect.

All drivers are up to date. Malware Bytes finds nothing, AVG finds nothing, CC Cleaner has been run.

There was an earlier problem probably caused by the graphics driver (the computer crashed multiple times in a morning), but this was fixed by updating the NVidia driver.
Any ideas?

    Dear James,the System interrupts process is consuming too much power, therefore the system slows down;

    If you use the laptop connected to the power supply, does the problem still persist?

    Try downloading the HUAWEI PC Manager app to update all your PC's drivers:

    https://consumer.huawei.com/en/support/pc-manager/

    After updating all drivers, check if the problem persists;

    Hi Luiz, thank you for your suggestions, but I am not sure they are suitable for the problem. I have tried them with no success. The problem is shown by the high usage of the CPU for System Interrupts and the high latency. I assume this is a hardware fault or defective driver somewhere, though I can't find it, rather than just a general performance issue.

    Dear James,thank you for the informations;

    In that case I suggest you try running the Power troubleshooter;

    Press WIndows key + i and go to Update and security;

    Click Troubleshooting and then Additional Troubleshooting;

    Select Power and click Run the troubleshooter;

    Try changing your power plan;

    Access the control panel and click on System and Security;

    Click Power Options;

    Select the "Balanced (Recommended)" power plan;

    If this plan is already selected, change it to Energy Saving;

    Check if the problem still persists;

    Hi Luiz,

    Thank you for responding and for your process. I have followed this carefully, but unfortunately the problem remains.

    I was able to follow all of the steps, though some programs I was not able to disable in start-up. For example Dropbox, (though if I quit this it does not solve the problem.)

    The graphics card is an NVidia GeForce MX250

    Hello James, welcome to the Microsoft community, I'll be happy to help you today;

    I understand that the PC is slow;

    What exactly is your NVIDIA graphics card model?

    Before answering the question above, I recommend that you uninstall all third-party antiviruses that you have installed on your PC, such as: Malwarebytes, AVG, etc.;

    Leave only Windows Defender protecting the PC;

    Make all pending updates in WIndows Update;

    Press Windows key + i and go to Update and Security;

    Click Check for updates and do ALL pending updates;

    run a disk cleanup;

    Press WIndows key + R and type: cleanmgr press Enter;

    Click Clean System Files and wait for the files to load;

    Select all items and click Ok to delete them;

    Run System File Checker;

    Click on the Windows search bar and type: CMD

    The search result for CMD (Command Prompt) will be displayed, click Run as administrator;

    Copy and paste the commands below by pressing Enter after typing each command line:

    Sfc /ScanNow

    DISM /Online /Cleanup-Image /ScanHealth

    Dism /Online /Cleanup-image /RestoreHealth

    Do a clean boot;

    Press the keys: Ctrl+Shift+Esc to access the task manager;

    Click Startup and disable all programs that start with Windows;

    Restart the PC and check if the performance issue still persists;
